No. The brain is usually the hottest and there is a lot of variation throughout the body depending on what is going on at the site at the time the temp is recorded.

-skin is much cooler as it looses heat to the surrounding
-organs such liver are the warmest due to excessive metabolic reactions, blood carries heat from liver to all the body to warm it.
- your "testis" is an exception, there temprature is way less than that of our whole body, for maximum rate of sperm production and to produce healthy sperms. thats why our testis is outside our body in the scrotum sac.

I remember from school that the testicles are a couple of degrees colder than the rest of the male anatomy. This is to aid the production of sperm. (snigger)
