Plastic food wrap clings because it is electrostatically charged during manufacture. When you touch something that is electrically charged, it becomes grounded/earthed.

The above answer is hinting at the reason. Plastic wrap tends to attract electrons. Dry skin tends to give up electrons. Wetting your hands will alleviate the electron transfer to a degree.

I don't know why it doesn't discharge, but I do know it is VERY frustrating. Sometimes it helps if your fingertips are wet though.
