I take it you want use your Laptop everywhere you go with it?
If that is the case you will need to try one of the services that "cover" a large area. T-Mobile, AT&T, Verizon all have "mobile" internet which can be used in those places that have "cellular" coverage. The cost is around 50-60 / month. You will need to have one of the internet cards that are compatible with the service.

Wifi will indeed only work where there is an available access point. There are many "open" ones available like at Borders Books, Starbucks, McDonnalds but the range is only when you are near one of those public points.

With the "mobile service" the range is much larger. You will still find it is not exactly 24x7 -- you still will find areas where the coverage is simply NOT available.

You can add cable or DSL service at home and with a wireless router you will have always on connection at home.

We are still a bit farway from what you have asked for. There are community wireless links which offer 24x7 connectivity like in the bay area and in Mysore in India. But they are pathetically slow and the experience is not so good.
Mean time you'll need to pick up a wireless router which will provide you the 24X7 access at home. If you are mobile, you'll need to go into starbucks, some airports etc where you'll find wi-fi connectivity.

Cable Modems allow 24/7 access in the US. Roadrunner offers this at two rates, the first is roadrunner lite at 25 dollars a month, and the second is roadrunner full (much faster download speed) at 50 dollars a month.
