Both are good brands and I'm sure they both have quality and safety certifications (TUV, UL, FCC, etc.). For high efficiency look for compliance with ATX V2.2. The earlier ATX V2.01 has lower efficiency specs.

My personal experience w/ PSUs is that when using higher wattage than required, it runs cooler and lasts longer. I never followed minimum recommendations. The PSU will just run HOT at full load (esp. the +12V rail).

I have to lean towards Rosewill personally.... Coolermaster is good from what I have seen though. Make sure you get the dual 12v. it will save you in the long run for upgrades.
