America usually does not make criminals of its citizens. They usually make criminals of themselves. Everyone has their own ideas of what is an inappropriate age difference. This seems to be clearly a case of a failure of the legal system. This is not what the laws were intended for. There are many people working to right this wrong.

America does not make criminals of its citizens, no one forces them to commit crimes. A 19 year old male is considered an adult in the US, as well as most all other countries. A 13 year old girl is still a child. An adult having sex with a child is a crime, even if it is consensual sex. A 13 year old girl isn't mature enough to make decisions about sex and relationships.
If you had a 13 year old daughter, would you want her to have sex with a 19 year old man?

TOO much freedom for kids. There are to many rules and regulations today and laws, but, their is always someone to re-interpret the law to change to there situation.
I remember in school, some of the kids saying (stupid, stupid, stupid) I'll never make my kids do that , when I have them.
and now to days KIDS have no respect ( the correct respect) for any body or anything. They don't even VALUE their Life. Whats there I Q's most kids nowadays can't spell or speak correctly, but they know it all, just as we did in our day, Kids!
