Go to Experian & Equifax (assuming your in the UK) and report details of the lack of payment.
If the person in question doesn't actually owe you any money, you cant do it...but I see you have posted this in 'renting' so assuming you have had problems with a tenant, don't offer a reference for them...or if you do make anyone else aware they may have a hard time getting money out of them.

File an eviction and it will show up on the background search done by the next landlord. You do background checks don't you. If we all did background checks, it would stop these people from getting away with not paying.

i dont think you can unless you have specifically entered into a credit agreement with them. We rent properties and are not able to use this servce. You can only take them to court for what they are due you and perhaps pass the word around - def decline to give a reference

If you are talking about a renter you only can if you evict them. Since they pay for rent in advance rent payments are not credit and can not be reported to credit agencies.
