An ellipsis is sometimes used to indicate a pause in speech, an unfinished thought or, at the end of a sentence, a trailing off into silence (aposiopesis).
Ellipsis in writing
The use of ellipses can either mislead or clarify, and the reader must rely on the good intentions of the writer who uses it. An example of this ambiguity is "She went to … school." In this sentence, "…" might represent the word "elementary", or the word "no." Omission of part of a quoted sentence without indication by an ellipsis (or bracketed text) (i.e., "She went to school." as opposed to "She went to [Broadmoor Elementary] school.") is considered misleading. An ellipsis at the end of the sentence which ends with a period (or such a period followed by an ellipsis), appears, therefore, as four dots.

Three dots following a phrase means there's more information on the subject, but the writer doesn't want to specify, either because he/she thinks you know it, or wants you to continue reading elsewhere.

hmm i'm not sure which three dots you mean but i know that the three dots that form a triangular kinda shape means 'therefore'.

With most people that would be a warning not to bother. I know with a small percentage of people, they mean nothing by it though. Use proper discretion. Myself, I wouldn't go.

If you're talking about... That's called an elipsis, it stands for an incomplete thought. Like when someone is talking and just trails off, or when someone stops speaking to let you draw your own conclusion.
