it occurs like it does anywhere else, take ordinary electro magnetic radiation (light) a photon is emitted when an electron moves from one orbit to one with a lower energy. this movement releases a bit of energy. this photon would be released no matter what that atom originally is, in empty space or underwater or in two hundred tons of concrete.
