Can the repo-man come and repo my bike out of my garage in the middle of the night in the state of Wisconsin or is that a breach of the peace.

Once the repo-man enters the garage, it becomes a criminal matter of either breach of the peace, trespassing or Illegal Entry / burglary.

File a criminal complaint with the Police and with you city licensing authority.

In fact, if your bike was in the driveway in plain view and the only way he could have obtained possession was to move another vehicle, the same applies.

thay can take an item that is not locked in a garage, if thay have to brackin to get it then no.
