They will get caught eventually. I know first hand. I wasn't intentionally not paying taxes I just wasn't paying enough and didn't know at the time. However, 5-6 years later I get a letter from the IRS with the error and I had to pay back what was owed plus interest from the previous years. I suggest everyone pay your taxes. It's cheaper to pay them now rather than later.

If they're taking it all home, they're probably an independent contractor. They have to pay their taxes directly to the IRS instead of having it withheld from their pay. Since the IRS knows of this income in most cases, via Form 1099, they won't get away without paying their taxes for very long.

They have arrangements with their employer to work "under the table", receiving income without any paperwork. It saves both the employer and the employee some tax money until they get caught - then both are in major trouble.

They're taking a gamble. The IRS only has so many auditors, so the chances are good your tax return won't be given a second look. If you get caught, however, the IRS has a well-armed, well-trained teams that can forcefully take EVERYTHING you own.
Now, do you want to take that chance?

They're either subcontractors (working without taxes) or people working in non-profit organizations (their taxes are already paid for).
For other people that don't pay taxes when they're supposed to...like Wesley Snipes... I dunno, dodge the police is another way to not pay taxes :)

it deals with how many exemptions you claim. exemptions are number of dependants. you can also claim yourself. although i havent heard of anyone not paying any taxes at all, but the more dependants you claim as dependants, then the less they take out of your paycheck. dont expect a huge tax refund when tax season comes around though.
