Or is it not wearing a bra will make them sag? Or is neither correct?

Wear a bra, except at bedtime.

Most women dont have their bra size correct... more than you know. Its important to have a proper fitting done.

Exercising will help, but over time it is normal for breasts to sag little by little. Genes sometimes play a factor, as does having children. Many factors come into play that causes sagging.

Again, make sure that your bra is a proper fit and only go bra free at bedtime.

No. Its the best thing you can do for your breasts. Gravity takes its toll. The more you do not wear a bra, the sooner you will start sagging.

If you don't wear a bra, they will sag sooner and lower. So make sure to always wear one! Good luck! :)

Yeah, what CSI said. I don't even have huge boobs and now that I'm in my mid-30's I am starting to notice the effect of years worth of gravity pulling on them suckers. *sigh* Not SAGGY, just not as high.
