B and D are the same thing!

Each level of Govt sets up their own elections and rules(although local has to follow state and fed rules and state has to follow federal rules, and oversees the election itslef.

local(city, municipal), township, county, state and federal all conduct elections, although they are usually done in conjunction with each other and on the same day for the sake of convenience of the people.
