It evolves by Happiness. If it loves you enough, it will evolve in the day after leveling up.
You can tell Happiness by the Poketch application you get in the game from Either the guy in Jubilife City or some other character in the game.
You should use the Soothe Bell and feed it plenty of Berries. There is also a place where you can give your pokemon a massage everyday.

Well, you do it the same way as you do in all the other pokemon games. If you do not know what that is, it is freindship evolution in the day time. Oh by the way there are also two new evee evolutions called Leafeon and Glacion. Leaf and ice types in that order.

Raise his happiness. To check this, choose the poke tech application showing how much your pokemon like you. If you see eevee with two hearts and them growing big, that means it really likes you. Raise a level during the day, and it will evolve into espeon.
