With such little information.. I would have to say No, it's not a friendly thing.. But hey, if you had given more information... explained the situation, you might have gotten an answer you could use.

Depends. Maybe they know other neighbours are complaining about some animal you know, and they are trying to give you the heads up. Or they have a problem with your animal and are giving you a chance to remedy the situation before they have to call the animal control officers to step in and charge you with an infraction.

Now, if the paper is an actual charge - then, no, the neighbour is not being friendly. Be cordial but tell them good neighbour's should speak about their concerns and give another a chance to remedy the complaint. Then tell them to get off your property.
