Your not going to find a sight with English Only ROMs.
Reason:
Emulators are global and thankfully are so. Why, because this is why people come together and create emulators to play roms that all can use.
If you ask the programmers in their forums they will tell you "you want a ENGLISH only rom sight you make it" "You want emulator filters to filter out all but ENGLISH roms you make it"
Don't get me wrong, I am an American and only speak EEnglish, I play 99% english only games, and would love for their to be sights and filters like you ask about but knowing the people behind the scene be happy you can play everything that's out there.
