I hope you realize that Pokemons are fictional. Real animals always evolve (or perish). Fictional ones do whatever their authors dream up.

It will evolve the next time it levels up -- unless you prevent it again. In the older pokemon games you can prevent it by pressing the "B" button when it starts to evolve. In more recent pokemon games, you can prevent it by having it hold an "everstone."

This isn't really a biology question. In reality, individuals don't evolve; evolution is something that occurs at the level of the population. Pokemon's "evolution" is probably a very bad translation from Japanese and should have been "metamorphosis" instead.
