How can this be answered without knowing the index of refraction of the media? Light will slow down in water and glass compared to air / vacuum, but #1 doesn't state whether the observation is made from air or in water to glass to water.

It is the bending of light as it passes through another material because it slows down. However, if it strikes an object at 90 degree or a curved surface it will not refract.
