When I move the throttle up or down it dosn't seem to change anything. It runs fast enough to cut but was wondering what is the problem?

I did put a new air filter on so I know that isn't it.

sounds like your spring on the linkage has come off and when you move the throttle cable it isn't moving on the carb.follow the cable to the carb and move it up and done and see where its disconnected at the carb and re-connect it and you should be good to go.A simple problem with a simple fix.

Follow the cable down from where you control the throttle. There should be some type of screw holding it in place. If it is loose when you try to adjust it will move the cable casing not the cable. If it is loose tighten it. And the throttle should work

There may be a kink or break in the throttle cable going to the carberator. Try to trace from the handle all the way to the carb and see. If you can manually pull on the lever to the carb and it revs up, then you know you have a cable problem.

Your throttle cable has become disconnected at one end or the other. If it`s loose at the lever end look there. If you still feel a little resistance then check near the carb

Most likley, the cable is binding inside the cable housing. Try spraying WD-40 down the cable housing to free up the cable.

two things, it is out of gas or you didn't push that one button enough times or not at all for the engine's cold start. This happened to me before too.

it takes a little time and a lot of priming to get the mower to start
