The ring of fire starts down at the southern tip of the Andes mountains in South America and continues up through North America (including Mt. St. Helens), crosses the Aleutian islands, comes down across Japan, through the Philippines and ends on the southern tip of New Zealand. The 'ring' encompasses almost the entire Pacific ocean. The ring of fire refers to the land around the Pacific Ocean (although I think it's mainly north from Hawaii). So yes, Mt St Helens is part of the ring of fire.

EDIT: More specifically, the ring of fire refers to the large number of volcanoes that circle the Pacific Ocean.

Yes, the "ring" goes down the West Coast from Mt Rainier in the North to Mt Lassen in the South.
