It must be warts !! Main reason for warts are viral and other wise diabetes and OR hygiene also !Do not worry any more if it is non symptomatic means no pain and no burning etc ! You will surprise to know that in old days in Muslim country in some society they were wearing rings around their penis so that while doing sex the girl souts because of the pain and that was their enjoyment !! In your case it may be smegma which is a normal secretion under the prepuse which covers your head of penis! It may be fungal even ! Keep your that part clean and remove the hairs around it and apply some soothing antiseptic of mild origin!Always YouRsmE

It sounds like either ring worm or you have an STD. I'd get to your doctor asap and get checked because the earlier you treat things - the better chance you have of full recovery.
