neither of these three ignorants have any idea of what they are speaking of!! your problem is a broken exhaust valve spring or just a stuck valve! the valve needs to be closed so the gas is properly burnt during the firing cycle,, if the valve is open, the motor will run, though ragged, and a lot of raw gas will be exhausted because it was not retained in the cylinder long enough to be completed burned. take out the plug and remove the head,,, turn the shaft by hand and watch the two head vlaves,, they should both go up and down and seal tightly on the down strokes!!

It might not be gas. Its most likly just water. Condensation will build up inside the crank case when its sits. If the mower is not starting try a new spark plug. They are easy to replace and cheap. Most auto part stores carry them even Sears does. The plug could be fouled and not getting enough spark to start the engine. Put the plug in and pull away it should start. If it has been sitting for a long time try draining the gas and putting some new gas in 93 octane it burns more hoter and keeps the plug from fouling

sounds like it is flooded. do you have a spark plug wrench? if so, take the plug out and hold a lighter under it to burn off any oil or fuel that may be fouling the spark. then put the throttle in the off position(or just keep holding the handle down if you don't have an adjustable throttle) and pull the starter cord very slowly. this will help to clear out the cylinder. put the plug back in and reconnect the spark cable(if you cannot remove the plug just pull the cord slowly anyways) put the throttle in the run position( not the start position, the fast run position, start position puts a choke on and will cause more flooding) (if you don't have a throttle, but you have a choke or priming bulb, don't use them for now) now try to start it again. if it does not start then I don't know what is wrong. perhaps the needle valve is stuck open and you may need to work on that.

The carburator needs to be removed, disassembled, cleaned and reassembled with a rebuild kit. Something is holding the float valve open allowing too much gas to flow into the engine.

Your carb. float has a hole in it, is full of gas, sinks, and is always allowing gas through.
Replace the float.
