when was the last time you needed a cent symbol? c works fine (in a way that S doesn't)

Because the value of a dollar is decreasing! Cents don't count anymore. The cent sign used to be on typewriters.

They do, its just not on the keyboard. It is some symbol in the font Symbol.

because you can use a decimal and a dollar symbol. They don't have a yen symbol. I live in Japan, that makes life a bit difficult at times.

Because most of the time cents are written as fractions of a dollar, like $0.35.

its better to make dollars than to make "sense" I guess lol.. well good question but you can find the cents option in another box...u just have to go to it....like where the hearts be and the other shapes be at...its there..
