it depends..Many can say is I love you, but it's not I love you wouls be TE AMO. TE QUIERO means, I have great appreciation for you, or I want you (but in a nice way). I hope it helps.

I like or I love you. My ex was from Costa Rica and he used to say "Te Quiero Mucho" or "Yo te amo mucho." I love you very much.
