During the day it is quiet, however, in the evenings and on the weekends there is excessive stomping, shutting of doors and cabinets. Everytime I do something ( like open a door, kitchen cabinets,or walk around, it seems that I get followed around the place. Did I mentioned that I live on the first floor?

That sounds like me!! My neighbors upstairs are real aholes..they were noisy at first,it wasn't so bad,but the minute
I told them to stop, they got snotty & started being worse than before. (Apparently they are relatives of the LL,which explains why he did nothing about it & why they keep saying this is THEIR house when it isn't-Pathetic,isn't it?) I called the police on them 2 times already-1 more time & they are going to court.
As for you, yes, they would "follow" me around like that too. I am moving soon..
But maybe you should just go up there and tell them to be quiet nicely. If they stop, cool. If they keep it up,they are doing it on purpose, like my ahole neighbors.Tell the landlord about it. If that doesn't work, move.
Good luck & let us know what happens!
N.

First, ask the neighbors nicely. Perhaps they didn't realize they were causing such a disturbance and will try to be quieter.

Most likely your neighbors are rude and obnoxious, so that won't work. In that case, bang on the ceiling and complain to the management. Many places have rules that 80% of the floor must be carpeted, and perhaps if they didn't do this you can make the management enforce the rules.

If it gets really bad, especially if it is late at night or early in the morning, call the police.

To some extent there is little you can do, especially if the noise is just due to normal family activities. You can't expect them to walk on eggshells to not disturb you. I would suggest getting an apartment on the second (or top) floor next time. If you are in an apartment complex, ask the management if you can switch apartments.

Well if you are nice then you can go to the office and tell them that your neighbors are making noise or just go and talk to them and tell them about the noise. If you are mean bang on your ceiling and make them stop.( We live on the second floor and even if we make a little noise he bangs the ceiling, our neighbors are very rude). I bet you don't want to be rude. That is how I can answer your question. Thanxx.

There's nothing you can do but switch apartments. Always choose top floor. the peace and quiet is Worth having to move up stairs.

Always best to start by talking to the neighbour. It is possible they dont realize how much racket they are making.
If that does not work and they continue with the noise then tell them one more time before you throw your gloves away.
