Call the State police post where you live and ask them as they are responsible for conducting inspections to determine if a vehicle is acceptable to be on the road; however, in general, from what I have found in my home State, is that if the car was manufacturered with an airbag in the steering wheel, you cannot replace it with a steering wheel that does not have an airbag.

If you do and are involved in an accident, it can severely impede or even nullify your a personal injury claim for any physical damages to you in the event of injury in an accident.
