James K Polk was elected under the banner of "54'40 or fight", a reference to where he wanted the northern border of the USA/British Canada to be located at for the Oregon Territory(Oregon and Washington today). When elected, Polk accepted a treaty at the 49th degree latitude(our present border)

In addition, since Texas entered the Union in Dec 1845, he sent a representative to Mexico City to purchase all of the New Mexico and California territories. This was rejected.

Mexico did NOT own Texas at this time, Texas had gained its independence in 1836-37 and had existed on its own as a republic until annexation.

As to claims that Polk moved US troops into a disputed area in order to start a war, Mexico had claimed since Texas indepence, that if the US annexed Texas, it would be a virtual declaration of war, so there was no need for a pre-text.
