Don't call the cops, they can't do anything unless he's walking up to and Asian guest, punching them in the face, and saying, "I did that because you're Asian." Did you talk to him directly, and tell him you don't like what he's saying. If he calls you a prick or something, then don't associate with him. If he's yelling stuff at you from his yard, well there isn't much you can do, he has freedom of speech. If he is a friend of yours, tell him you don't want to hear that kind of stuff and you don't want to expose any of you guest to it because it's incredibly offensive. If he keeps it up, you really can't do anything. Last straw could be sinking down to his level... Calling him an inbred hick, ask him when his next clan meeting is when he has guests over. Late night parties even. This could make things a lot worth at the same time though.
Overall though, besides asking him to respect you and your guests, the law can't really help you here. Good luck, hope this guy backs off of you and your friends.

Depending on what your neighbor is actually DOING or SAYING, it may fall under the statute of "Hate Crime" and he or she can go to jail for it. You'd have to determine whether what your neighbor is doing would qualify for that.
So somewhere in there the cops would need to be involved, but first of all talk to your local ACLU or someone with legal experience to see if it qualifies as a hate crime.
Oh! And get EVIDENCE, tape it, video it, cellphone cam, anything you can. Without that it's just your word against your neighbors unless they leave a burning cross outside your door or something. In fact, if your neighbor sees you pull out the videocam when s/he starts the racist crap, it may stop permanently right then and there.
If you aren't comfortable with taping them with them seeing you do it, then find out in your state whether a tape is admissable in a court of law if only one person knew it was being taped, instead of both parties. Some states do admit it, some require both parties to know about it before it can be admitted as evidence in court. So check it out. Your local ACLU should be able to tell you that.

If you tell them to stop and they keep continuing harassing your guests and making racist comments towards Asian people, as long as they don't physically harm anyone, it's not much you can do but stop talking to them.
Warn them for the last time, if they don't stop, you can't be friends with them.

Lull your neighbor. Calm him down. If he/she fails to submit to you, then call the police.
And investigate why he/she discriminates Asians.
