We call these flying bugs, no see ems. Less commonly they are also called gnats. They are pesky little devils. I find if I spray a little bug spray on the underside of a visor or hat, they stay away. I think they are attracted to carbon monoxide.

No-see-ums. Mostly in Georgia. Mix a 50/50 solution of Avon Skin so Soft and water. Use in a spray bottle. They won't bite you then plus you'll be soft and smeel nice too.

I live in NEPA also, I don't know what they are called, but they are very annoying
