My experience says that they are not. Tarot cards are 78 or so in number and for the most part are based on the Rider Waite Tarot Deck. While oracle cards can be any number and based on any thing from animals to crystals. I think that both probably work for what they were designed for. I use tarot for my path work and divination but do have a deck of Fortune Telling cards that are oracles in nature. Hope this helps. Blessed Be.
