If you save a life God will be proud of you.

There is no law that requires you to save a life. But some people (even doctors) have been sued for trying to save lives.
Some states enacted "good Samaritan"laws to protect people from lawsuits because they caused more injury or death trying to save someone.

No. There is no "Good Samaritan" law. The government cannot compel you to try to save a life.

It is your decision whether to take action to try to rescue someone. That decision is left to your judgment taking into account the circumstances that exist at the time.

No. In fact, it is an ethical absurdity to legislate heroism in that way.
