That happened to my Sebring convertible.Somehow,water was entering the rocker panels and one of them had plugged drain holes.I drilled a hole in the bottom and tons of water rushed out.If you think this may be your problem,the drain holes are accessable when looking up from the ground and can be cleared by pushing a wire in them.
Like the other guys said,the drain tube for the a/c may be clogged.There should be a tube or outlet from the housing that lets water dump on the ground.

Are u sure the dash and not the doors?
In many vehicles that travel in dirty areas there is a build up of dirty water and the dirt blocks the water drainage holes in the bottom of the doors.
Some of the cars have similar system of drainage holes for water from the wiper rest area. Water is supposed to drain out but since it is deep and the holes small, dirt blocks them.
So if the holes are blocked with dirt, the water stays and sloshes around when you turn or go forward etc. Look carefully for areas like these.
Worse case is you have water entering into where it isn't supposed to and it is building up. One fella I know had water coming into his heating system.

It is water, likely the a/c drain has become plugged. Get a shop or garage to raise it up, and simply blow compressed air into the drain. The poor fellow doing it may get a bath, so warm him!!!!!!
Hopefully whatever has blocked the drain will come out along with all the water........and good luck!!
As jack said, it could be the doors as well. Use your ears, and also if it does it more braking or on accel, then think doors. If more on turns, think dash.

At the bottom of the inside of the doors there are drain holes for water to get out of,sometimes they get clogged with leaves and thing like that.Take a small object and make sure the holes are clear.I suspect that there is water in your door.This is normal since some water gets into the door moldings and that's why they put the drain holes there.

Check to be sure that your A/C drain vent is unplugged (clear for water to drain through) by finding it, small black hose under heater core, and *LIGHTLY* putting a wire coathanger end into it, you'll probably get your hand wet, but it beats stale water getting into your car and stinking you out. It will be located under the car, around the front of the floorpans.

Air in the heater core. Please get your car cooling system checked. Some tines a good drain and refill is all that is needed. Buy two gallons of DEX-COOL then take it to the shop and say drain and properly refill and please bleed out the air in my heater core. How much is this going to cost me? And does your shop do this procedure often? Do you have a "air lift device fron UV automotive?" that device makes a suction on the cooling system to make sure there is no air. And that eliminates the rushing sound in my heater? Good luck
