acrylic latexes will coalesce to form films - however, if there is no electron sharing between adjacent acrylic particles; does that mean the cohesion forces are entanglement and/or ionic bonding? and what are the adhesion forces that "cling" it to the substrate?

Entanglement, these generally arise from strong van Der Waals forces.
