You wouldn't even have to ask such questions if the public would simply educate themselves and pay attention to current events so that good leadership is chosen. There are maybe ten presidents in the history of this country from both sides of the aisle (and some from before the aisle was created) who could truly be considered good leaders. Such a time may come, but it is better that we focus on preventing that so we don't have to take up arms against our brothers (and create another Revolutionary/Civil War).

If I were to say "yes", would I be on a government watch-list? Anyway, the general public is too apathetic to do such a thing without something REALLY major to cause it. We (the people) don't have the weapons capabilities comparable to our gov't (as far as I know), so how far would we get?
I don't think it will happen any time soon.
Oh, and there are the attitudes of "what can one person really do?" or "I make a difference by voting". Both of which probably temper plenty of otherwise violent/aggressive inclinations.

eventually, all governments falter. i don't see it getting that bad within the near future, but I'm no psychic.
