What does this mean exactly?
Does it mean they can collect in the state of Colorado if the collection agency is in any other state?

Exemption for out-of-state collectors: Out of state collectors are exempt if [1] collecting only by interstate means (phone, fax, mail); [2] have no Colorado client; and [3] are regulated and licensed in the state in which they reside.

1 means that the person doing the collecting is in another state/country.

2 means that the client [person or organization that claims someone owes them money] is in another state/country.

3 means that the collection agency meets the standards of the other state/country where it is headquartered.

The collection agency IS required to tell you. Tell them that if they contact you in any way without providing proof they are properly licensed will result in YOU suing THEM. Mention the actual code section of Michigan law when you do. The VAST majority of collector either don't KNOW the law, or don't CARE. The idiot on the phone is paid to get you MAD so you will pay them to go away. Violating the law is no just par for the course, it is nearly all they ever do. NOTE: If they won't put it in writing, they are LYING.
