I don't even see how to answer the problem there.

The answer is D. It could be 8 or 10.

10 is obvious: let's say the number is 27. Then 27+10=37 and the digit sum is 10.

For 8, consider –27. Then –27+10=–17 and the sum of the digits is 8. Nothing about the problem precludes using negative numbers in setting up the problem, so the answer is 10... or 8.

If the 2 digit number is positive the answer is 1 or 10.
The sum of the digits of 90 is 9 and 90 + 10 = 100
with digit sum 1.
