Do you really need to silk screen your design? The set up for that process will run you some more money than I would imagine you want to spend for 1 shirt. Have you thought about making an iron on transfer. You get this transfer paper at the local office supply store. Scan the picture, or design, into your computer. Print it out onto the transfer paper, from your printer. You then just have to iron it your shirt. More detailed instructions are on the transfer package. This is probably a better idea for 1 shirt.

Without buying a lot of expensive equipment, you can get a good Tee shirt by melting a bees wax candle
CAREFULLY WATCH AND DON'T LET IT START SMOKING
Turn off the heat, dip a tool. a paintbrush tip not the brush part into the dye, write what you want on the shirt and when it is cool, you can dye or tie dye the shirt with the wax on it.
When it is rinsed and dried you put clean paper on the shirt and iron it to remove the wax. All the wax part stays the shirt color and you have color everywhere else.
It's called Batik
You can start with a pastel colored shirt, write your message on it and dye it darker, then you get two colors.

stamp onto the fabric. Continue stamping the fabric in a random ... color in other spots of the fabric until it is completely covered with paint (figure D) ...hgtv.com/hgtv/dc_faux_other/article/0,1793,HGTV_3401_1388198,00.html

it is not a cheap thing to do, way toooooooooo expensive for just one shirt, you need the screening fabric, resist, the frame for the screens, a screen needs to be prepared for each color application, and i dont really know if you can use ordinary paint or if you need special ink, try the dick blick website. they have sold that stuff for years and years.
