What do plan on doing with it once it rotates? Sell it? Rebuild it?

First disconnect the battery! There will be gas fumes and you do not need a spark igniting them!
Then:
1. Drain the old oil, including changing the oil filter.
2. Remove the valve covers and pour 3 quarts of oil over the rockers on both sides (V-8), 5 quarts if there is only one valve cover (in-line 6). Replace the valve cover(s). Doing this allows oil to drip through the entire engine on it way to the oil pan thus coating most of the moving parts.
3. Have a buddy disconnect the fuel line at a easily assessable spot near the tank and drain all the old gas and dispose of it properly, reattach the line and put in 3-5 gallons of new gas. While he is doing that, you can remove the coil wire (for safety reasons), remove all the spark plugs (label the wires!), find a 1/2 drive socket that fits the large bolt that attaches the HARMONIC BALANCER to the crank shaft, an extension that will provide you clearance, and a long 1/2 drive breaker bar, use this to try to manually turn the crank. Once it starts to turn continue turning it for some time to get that oil well dispersed.
4. Now you can hook up the battery, but NOT the coil wire, nor should you install any plugs! Use the ignition system (key) to turn the engine over while pumping the gas pedal, stop and check frequently to see if gas is moving through the carb and into the heads (this may take some time), you can check this by moving the throttle linkage and listen to hear a faint "squirting" sound, stick a finger in the sparkplug hole (but NOT while cranking!), then see if you can smell gas on it. If every thing seems to be working you should be able to smell gas and as the engine turns over you may even see small clouds of gas exiting from the sparkplug holes.
5. Wait 10-15 minutes for any gas fumes to dissipate, install new sparkplugs, reconnect the coil wire and see if it fires up!
You also need to remember that a engine this old may have other problems which might prevent it from starting, such as bad/corroded wiring, a worn out fuel/oil pump, damaged cooling system hoses and a whole host of other things! This engine will most likely need to be rebuilt regardless of whether it fires up or not, gaskets this old tend to be dry-rotted, so expect leaks! Also drain the radiator and refill with straight water, no need to waste cash on anti freeze untill you know if your going to need it or not.

Take the spark plugs out, using a squirt can fill the cylinders with diesel fuel. Put the plugs back in. Go do something else for, oh, about a week. Come back, take the spark plugs back out, put a breakover bar and socket on the front of the crank shaft, try to rotate the engine (clockwise). If it turns, at least one full turn, put a battery in it, pull the coil wire out of the distributor, and crank it with the starter to push any diesel out of the cylinders. DO NOT START THE CAR WITHOUT CHANGING THE OIL!!! I have done this on several old cars and tractors. It might work for you

rebuild the engine is the best way, I would doubt that you would successfully get it freed up and it not have problems.
if you would like to try remove all the spark plugs and fill all the cylinders with penetrating oil or trans fluid or diesel fuel, anything that will fight rust and lubricate. let it sit for a day or so and then start trying to turn the engine little by little from the crank bolt, both directions. if you get it freed up, drain all the oil out and put fresh oil in and a filter, spin it over with the starter with the plugs out to clear the cylinders and build oil pressure.
you will probably have to replace the gas tank unless your real lucky, at least it will need to be cleaned. replace all the rubber fuel lines. have fun and good luck.

Take the spark plugs out and squirt a generous amount of PB Blaster in the spark plug holes then attempt to turn crankshaft.

Well the first thing I'd do is. check the radiator, and see if it will hold fluids, the filters and oil probably need changing , and you need gas . Question ??, does it used unleaded gas? after you've done all that try starting it up. you'll probably find the seals dry rotted.

those human beings could be attempting to run a scam on you. Did they purchase it and then it unexpectedly had no oil or what? we want extra information. If it exchange into offered they are in charge for maintenance as used autos are offered as-is.

Sometimes they are locked because they do not have enough oil in them. Put oil in till it is full and then come back in 8 hours or so and check the oil again. Add it and then check it again in 8 hours.

Uh, the keys? LOL! Try spraying it with wd 40, or get a grease gun. If it's rusted then you're gonna have a hard time.
