Deleting it could corrupt other things including OE. Better to run all your security products first and if everything comes up clean, run a SFC. Instructions below:
One of the major culprits in missing or corrupt operating system files is running a registry cleaner or optimizer. They can flag important shared files for deletion or cleanup. Another cause is malware.
If you computer comes up clean after running your resident security products, you may want to consider running a System File Checker (SFC). This can be run in Safe
Mode should you prefer. To get into Safe Mode either hold down or tap the F8 key repeatedly while the computer is starting up. To run SFC, close all applications such as Office, Messenger, Email, etc, and go to:
- Start
- Run
- Type in sfc /scannow (include the space before the " / ")
What SFC does is that it attempts to fix or replace critical operating system files. Sometimes this can be done without the installation disk, however it may prompt you for the appropriate operating system installation disk. If that is the case, then you know that you definitely have file corruption or something missing. Insert the disk if prompted. Also you should run SFC using the Administrator account.
Don't surf, play games or do anything while SFC runs. After it is completed, reboot your computer.
NOTE: Before running any registry cleaner or editing the registry, always ensure you back it up first. If the registry cleaner you are using doesn't have that function, you can do it manually. http://support.microsoft.com/kb/322756

Depending on the operating system your using..
Theres no way to completely remove internet explorer on a windows machine. You can use system restore to go back to the previous version you had. It does sound like something went wrong, I would need more details to help further.
If you go into Control Panel, Under add/remove programs, there is a tab that says add/remove windows components, this is where you can uncheck internet explorer and "remove it". Windows and IE are like PB and Jelly, they go hand and hand. I have seen many problems with IE7..

Go to: Start/Control Panel/Add Remove programs, and click on Add/Remove Windows Components. Remove the check mark for Internet Explorer.
This is not a good idea because Windows uses IE to download upgrades, etc.

Uninstall the Yahoo Version of IE7 and Download the Version from Microsoft, (http://www.microsoft.com/internetexplorer) this should solve the problem, Or better yet, uninstall IE 7 and leave it at IE 6.

+I don't know why you would be trying to get it from any other web site other than Microsoft's. My other question is "How did you 'delete' it?" one thing you can try is to go to CONTROL PANEL > ADD/REMOVE PROGRAMS and on the left side, choose the button for the Microsoft components. When that loads, make sure that Internet Explorer has a checkmark in the box. Below is the link to the Microsoft web site where you can download IE7

Try (and don't bite me ead off) making Firefox your Default browser - if you can this will stop IE opening up when you double click on Firefox icon.
So try this - open firefox and close IE in task manager (as you do) .
In FFox go to tools select options - when info box opens select - main tab then tick box that states:
"Always check to see if Firefox is the default browser at start up - then click "check now" button - when next info box shows click on yes to make FF default.
IE will no longer (hopefully) open when you select Firefox.
