Does anyone know where I can find a lightsaber that glows under $30

Go to target to the toys section. There's usually an aisle with toys like from Power Rangers, Transformers, Star Wars, Legos all that great stuff. The best one I'd have to say is the action-force lightsaber. You press a button and the blade shoots out and lights up. Those are awesome.

I have seen the Force FX sabers at Spencer's Gifts. Those are great ones that light up and look awesome! I'm thinking they were close to that price range, but they may be a little higher. Some Game Stops I have seen have them too.
I agree with the above--Toys R Us is a good place to look for the expandable light-up versions and some Wal-Marts carry them too. (I don't shop Target much, but I also agree that's a good place to look as well.)
