Its not a dent that can simply be popped out, but rather an outward protrusion. I, more than likely, could hammer it down, but I do not want to cause further damage to the car. Any help or ideas will be greatly appreciated.

What's causing the buckle? Try to figure that out and relieve that pressure if you can---otherwise, rub dry ice slowly on the high point of the buckle to shrink the metal---may be worth a try. Finally, try a Dent Wizards type company.

once there is a dent, the metal will never be perfect again. sort of like crumpling up a piece of paper. if you flatten out the dent, you would still have to sand it flat and use body putty to smooth it out, then paint it. if you can do it yourself, ok.
if you have to have a body shop do it, it might be cheaper just to buy a new hood because all you would get charged for is the hood and labor to paint it. the body shop will charge you to take out the dent, sand and prep the hood for paint and to paint it. get some estimates before deciding what to do.
