It depends on your definition of better. I both run and cycle. I race in triathlons (admittly I stink at swimmming) and duathlons (run/bike/run). Running is great cardio and can be done anywhere (I travel for business and always find a local park). However most runners do not last more than 1 hour recreationally or 2-3 hrs when training.

Biking is also great cardio. It is harder to just jump on the bike and go depending on the traffic and weather. But one can easily go 30-60 miles on a bike in an afternoon or further on a full day. Biking will allow you to see more. But generally burns less calories per minute.

If you are looking to get in shape both will get you there.

no it wont. after a while your body will get used to riding a bike and the muscles will become more efficient at it. Alter your routine a bit to include different kinds of cardio to maximize the benefits

jogging is much more effective...at least at burning fat. but if you have problems with your knees and ankles riding bike is a better.

All aerobics are good, but biking is easier on your knees and back(smoother-less damage). walking is also recommended.
