No you would just get the same video output on two monitors. You want a video card with multiple video outputs, or two video cards, and then configure your system to use that.

No. You need a video card with dual output, or two video cards. a VGA splitter will just send the same signal to two monitors.

The splitter will clone the displays, not give you dual displays. A relatively inexpensive dual head graphics card is what you are looking for.

Did a quick check on TigerDirect and found this PNY card for about $60 (USD). The card supports dual VGA output.
