what are the incentives and initiatives from government and from other sources that are available to overcome any barriers that might arise which would defer a business from using e-commerce

The major issue is going to be Identify Theft and failure of authorities to do anything about it, either to deter, prosecute or prevent re-occurrence.

Governments refusal to take web crime seriously and the lack of any real effort to pro-actively locate and prosecute web scam artists and con-merchants is a major drag on eCommerce.

Every day I see emails and web sites trying to rip off honest people and the government does nothing to put a stop to it ... Laws (such as 'attempt to deceive', 'attempted fraud' etc) exist but are not enforced .. perhaps they are too busy tracking down honest people committing 'non-crimes' (such as exceeding the 30mph speed limit by 5mph) to bother tracking down the actual criminals who are trying to gain access to my Bank account or the 'advanced fee' fraudsters attempting to take money from poor people desperate for a loan ...

Despite this, web transactions continue to increase, mainly because goods can be sourced cheaper from just about anywhere else in the world than UK ...
