he did not shed, because there is no skin in his cage, and he has plenty of water... What's happening?!?

He's probably going to shed in the next day or two. The eyes remain cloudy for a few days and then they clear for a few days just before the skin is actually shed.

Sometimes their eyes get cloudy before they shed and they will turn back normal and shed a week later. Or possibly your tank is a little too dirty

The question is contradictory. Either the snakes eyes are cloudy or they are not. If they are cloudy it is probably close to shedding time.
The snake is likely fine, but call a herpatologist if you see other symptoms that are concerning to you.
