Before you go shooting a gun down the well consider this, this is an old technique that has some questionable answers and, the people giving this answer have probably never tried it themselves. I would consider this dangerous at best.

If your sand point is 15 feet deep, the point itself is probably 3 feet long. The compression of a .22 or even a shot gun is not going to penetrate this amount of water, guaranteed, it will not affect anything over about three to four feet deep.
This was just proven on "Myth busters" a .50 caliber gun was the only weapon the went beyond ten feet deep, and, I'm sure you don't have a 50 caliber weapon.

You can, if you don't want to pull the sand point, hook up a pressure hose to the pipe and put pressure on the pipe to blow the point clear, I have done this but you'll have to connect the hose and have the pressure.
If it's an old point, it'll probably just plug again so, it's best to change it.

To be honest a shot gun like a 12 gauge is commonly used a 22 just isn't going to do it. Just make sure it is steel shot and lead free...Also flush the line before it comes into your pressure tank. There will be some debris in the water initially after the blast.

I used to stick the barrel of a .22 down the well and pull the trigger.
