Is that a mobile chipset. you cannot play the game with the hardware you are currently having.
check whether you got a graphich card installed in your laptop by checking it in the device manager, under the hardware tab. or just right click on the desktop and check the setting tab for the graphic card.
example: nvidia geforce go 7800 or mobility radoen x1800
if it is not then you wont be able to play the game. then check whether you have the possibility to upgrade your laptop and also your ram to 1GB
if i am mistaken and incase you got a desktop computer then
you should have atleast a nvidia geforce 6800 gt card $110 to play it. (or ati x800xt series)
not only that but also > 3 Ghz processors and atleast 1 gb of ram to play the game for a decent settings

Oblivion is one of the most demanding game in terms of PC hardware. You can not run it on integrated graphics in the chipset or even with budget graphics card. You need at least one of the mainstream cards to run it and the fast high end cards to really enjoy it.
