Is it illegal for a company not to return a bounced check you paid for?

I included a self addressed stamped envelope to return my check but have not received it as of yet.

No. Once you give it to them, it becomes their property

Chances are they kept it for legal/documentation reasons. And no, they do not need to record it.

huh? they are not required to send any check back to you. in fact, they can hold onto it in case you decided to do business with them again and can refuse you to pay by check again.
