Nobody won: they don't keep score. They just analyze and overanalyze and over-overanalyze.
Here's my idea for a debate: have them play Jeopardy. The categories would be:
Jeopardy -
1) Making Amendments (The Constitution)
2) Crime and Punishment (Supreme court rulings)
3) All Our Yesterdays (US History)
4) The Great Outdoors (The Environment)
5) Wherever You Go, There You Are (World Geography)
6) Show Me The Money (Economics)
Double Jeopardy -
1) King Who's Sane? (World Leaders)
2) The State of Things (State-specific issues)
3) To Your Health (Health care)
4) The Tax Man Cometh (Tax policy)
5) Hot Enough For You? (Global warming)
6) Over There (Europe)
Then a Final Jeopardy question on some domestic issue, like poverty or Social Security or the National Debt.
I'd LOVE to watch THAT debate, and you could REALLY keep score! It wouldn't tell you who has the best policies, but it might tell you who really understands the issues, if you craft the questions just right.

Who cares?
I find the whole concept of "winning" the debates to be missing the point. The "debates" are more a chance for candidates to express themselves and make themselves and their positions known to the public, without having some idiot journalist filter the message and tell the public what they said and "who won".
IMO, the only time "who won" will matter is when the nominee is selected as the party presidential candidate, and then when the returns from the November 2008 elections come in. The rest is immaterial.

CNN says Ron Paul won, but I don't see how since he only answered like two or three questions total and not very well at that. I think that Mike Huckabee had one of the better performances last night. They also say that Rudy, Mitt, and John McCain were pretty close to the top, which would be easy considering they got to answer most of the questions. If CNN decides to do another debate, which they will, they better figure out a way to distribute the questions more evenly.

No clear winner at this point. The debate was too short and there are too many candidates in too short a time.
I thought Ron Paul and Tom Tancredo and Tommy Thompson probably took themselves out of the race last night.

There was no clear winner. all the candidates did a pretty good job of advancing their platforms. It really comes down to who you trust the most and I don't particularly trust any of them.
