You can but a lock that covers up the faucet.

This happened to my mother in law earlier this spring. Your first step is to not turn the outlet off, but to report this to your water department and to make a police report. The local water company will help you know what to do, but to make sure your neighbor knows you are serious, have an officer come and take a report. I know it sounds like overkill, but look at it this way - if your neighbor came over to get your water and broke his ankle on your property, he would sue you to pay his medical bills. Protect your property and your family and follow through on the process that the local water company outlines.

Check with your local home improvement store - I believe I have seen a type of locking valve you can put on the outlet. I don't think you can turn off just one valve. You might be able to disconnect it, but if you ever want to use it, you'd have to go to the trouble to put it all back together.

This is your neighbor and short of moving, you can't get rid of him. I wouldn't start a feud if there is a simple solution to the inconsiderate boor.

I would be finding a way real quick if I were you.... follow the line to the basement and see if the is a turn off valve or ask you local water company to do it for you. Then go charge part of your water bill to the neighbor

Yes, put a valve on the pipe feeding that outlet inside your house! Or buy a faucet that has a padlock on it, or build a box around the outlet and put a lockable door.

There is a valve. It probably looks like a regular circular faucet knob (like the kind you have outside.)

Go inside your house to the place in the wall where the valve shows outside. Trace the pipe back until you find the valve. Turn the valve off.

If you have a basement, it is most likely accessible from the basement ceiling.

Some of them have a shut valve located in the basement or crawl space. If not, a plumber should be able to install one. Good luck

There might be a way - depends on your pumbing. Look in your basement near where it goes to the outside (or where ever it is).

Maybe take the knob off so he'd need a wrench to use it. Or set a nasty trap to teach the f'er.

Oh my gosh, this happens to me frequently, and I am so non-confrontational. Yes, there should be a valve somewhere in your house underneath the spiggot. Mine is shut off, I also had to put a lock on my gate. People never fail to amaze me.

Most exterior hose bibs have a shut off just inside the house.

If not, it would take about half an hour and $10.00 to install one.
