The last day to start classes for this summer semester would have been
June 6th. The summer semester is very short and you have missed quite a
few tests and quizzes already. Since it is already too late to start
this semester, it would be better for you to start in August.

She means that its already too late to start the summer semester. So it is best for you to sign up in August.

It sounds like you missed the deadline and she is recommending that you wait until the next time classes start because it would be really difficult to jump into classes that are already in progress. Two months isn't that long to wait!

man l don't understand either, today is the 6th of June so how could you have missed tests and quizzes. Send her to summer school. (must be a form letter)
